When a customer has a high water bill due to a leak, they often look to their water utility to help them in their time of financial need. The water utility must choose between two difficult paths: either tell the customer that they must pay the high water bill- evoking negative customer interactions, or write-off a portion of the overage- loosing money on water that was already treated and delivered.
