NCCCMA Member Listserv

Introduction

The NCCCMA provides a listserv to serve as a tool for local government managers to exchange ideas and information and engage in discussion in an effort to promote sound local government management. The following are the rules and conditions of participation in the NC City & County Management Association’s (NCCCMA) listserv. This service is provided as a privilege and not as a right. By subscribing to and participating in this listserv, users hereby agree to be bound by and warrant their full compliance with the following terms of participation.

Terms of Participation

Your continued access is conditioned on abiding by these policies and procedures and by the terms and rules of membership with NCCCMA and the International City/County Management Association’s Code of Ethics for Professional Conduct.

The listserv is a valuable tool for enabling members to pose questions to, and share information, with others who share your interests. The terms of participation are as follow:

(1) Members of the listserv musts use their work provided email address and not a personal email address which helps NCCCMA verify the identity of listserv subscribers. Personal email addresses are acceptable for managers in transition and ICMA/NCCCMA senior advisors.

(2) Compose your message in a way that's helpful to readers. Examples are using a descriptive subject line that immediately identifies your topic and writing text with a succinct, complete description of the question you are posing or the information you are sharing.

(3) Refrain from sending content unrelated to the listserv's purpose. Such messages can discourage others from reading the listserv regularly and diminish its usefulness.

(4) Do not send personal messages for individuals through the listserv.  Send personal messages directly to those individuals, rather than to the entire listserv.

(5) Do not use insulting language directed towards other members, vulgar language, or send other unprofessional messages.

(6) Messages posted to the NCCCMA listserv are only viewable by members of the listserv and are not viewable by the public.  However, be aware that messages posted to the listserv may be subject to specific Freedom of Information Act/public records requests made directly to members of the listserv. Messages maintained by the NCCCMA are not public records.

NCCCMA does not actively monitor the listserv for inappropriate postings and does not on its own undertake editorial control of postings. However, if any inappropriate posting is brought to NCCCMA’s attention, NCCCMA will take appropriate action as described below. NCCCMA reserves the right to terminate the access of any user who does not abide by these guidelines and rules.

Listserv Membership

Listserv membership is available only to members who are defined as “Active Members” by the NCCCMA constitution and to current ICMA/NCCCMA Senior Advisors.  Emerging Local Government Managers, Associate Members, Life Members and Honorary Members are not eligible for listserv membership.  The NCCCMA Executive Committee retains the right to change or amend listserv membership eligibility.

Sanctions

Subscribers who violate any of the NCCCMA’s rules or guidelines will be subject to the following disciplinary actions, in the following order:

  • 1st violation- notify in writing email that an offense has occurred, documentation has been made by the Executive Director of the notification and advise that a second offense will result in having posting privileges suspended.
  • 2nd violation- notify in writing that the members posting privileges have been suspended for ninety (90) days.
  • 3rd violation- notify in writing that members posting privileges have been permanently removed.

All notifications will be copied to the NCCCMA Executive Committee at the same time they are sent to the offender.

Note that the penalties do not relate to the e-mail address of the poster, but rather to the individual poster. While freedom of speech is a right in the United States, participation in NCCCMA’s listserv is not. By subscribing, you specifically agree to the rules and guidelines and to the terms for removal.
