John E. Whitehurst NCCCMA Service Award

Established in 2017, this award recognizes an NCCCMA member for their outstanding service to the organization and honors managers that follow its namesake’s example of consistency and diligence in his support of all local government professionals. Read about the establishment of the award.

Whitehurst served North Carolina as a local government manager for his entire career, including 28 years as manager for the counties of Bertie and Stanly. He was the NCCCMA president in 1993-94 and worked for the North Carolina Association of County Commissioners for 10 years. In 1996, he was awarded lifetime membership in the NCCCMA for his contributions to the profession.

Nomination opens for this award annually in the fall and is announced directly to NCCCMA membership. The award is presented at the NCCCMA Winter Seminar as part of the President’s luncheon.

NCCCMA Assistant Manager of the Year Award

In 2001, the NCCCMA executive committee authorized the annual recognition of one or more outstanding assistant managers from our member jurisdictions. Assistant Managers play important roles in the operation of local governments, including carrying out, in some instances, the duties of the manager. Many of the members of the NCCCMA are current or former assistants or have assistants under their direction.
